Rada Threatens Rupture in Diplomatic Relations With Russia After Attack on Embassy

Deputy of the Verkhovna Rada Sergei Sobolev did not rule out the rupture of diplomatic relations between Russia and Ukraine after the incident at the Ukrainian Embassy in Moscow. He stated this to the radio station "Moscow speaking".

During Saturday night, about a hundred young people pelted the Embassy of Ukraine with eggs, and then disappeared. According to a RIA Novosti source in law enforcement, there was no "violent conflict" during the action.

The actions were a response to the events in Odessa, where hundreds of nationalists picketed the building of the Russian Consulate to disrupt the celebration of the Day of Russia.

Sobolev did not consider it and the other incident as something serious, but acknowledged that the cessation of diplomatic relations is "a natural process in such situations."

The Deputy did not specify whether he would continue his work at the Ukrainian Embassy in Moscow after the incident, noting that such decisions should be made by the President of Ukraine Petro Poroshenko.

Spontaneous Protest Held in Moscow at the Embassy of Ukraine

According to participants, it was a reaction to the thwarted reception at the Consulate General of Russia in Odessa by Ukrainian nationalists.

A civil correspondent from "Ridus" reported that about two hundred people gathered at the Ukrainian Embassy to express their dissatisfaction. The action was purely peaceful, people chanting slogans like "fascism will not pass", holding banners in their hands. On Twitter, meanwhile, there were allegations that the Embassy was pelted with eggs.

As a reminder, earlier in the afternoon, about fifty members of the "Azov" battalion and "Right Sector" blocked the entrance to the Consulate General of Russia in Odessa, disrupting the reception in honour of the Day of Russia. The Consulate was pelted with eggs and potatoes, and people who came to the reception were forced to kneel down and shout that they are Ukraine. According to the "ataman of the Gaydamak black sea group" Sergey Gusalyuk, the participants wanted "to at least identify supporters of the "aggressor country".

11 Year Old Russian Child Beaten in Odessa, Just For Being From Lugansk

"Ukrainians in Odessa beat an 11-year-old Russian immigrant from Lugansk, a patient with cerebral palsy. A child, sick with cerebral palsy, went for treatment to the specialized "Lustdorf" sanatorium, and became the subject of aggression by peers. The result was a closed craniocerebral brain trauma. 11-year-old Andrey, Lugansk resident, moved to Odessa along with his mother back in 2014, in June, when the fighting in Donbass began - named the Ukrainian authorities' "anti-terrorist operation". The barbaric bombing of the city left a terrible impression on this family, and they decided to leave their homeland, choosing a Russian-speaking region of Ukraine. 

Andrey has a mild form of cerebral palsy, he can move independently and, thanks to fully intact intelligence, study a mainstream school program. In Odessa, he studied at the specialized №7 school. He studied well, got good grades, and made new friends. All was going well until the boy became a part of the program of rehabilitation of children-orphans and internally displaced children with cerebral palsy, for which the Ministry of Education, Family and Youth of Ukraine organized a rest in the "Lustdorf" sanatorium.

The group of sick children were met by a cultural program and sweet gifts. The candy that was given to Andrey attracted the attention of three boys. They were older and stronger, so they took the candy from the little child from the Lugansk region. Upon request to give the gift back, the children did not react. After more than two years, adults say that  migrants from Donbass are not people, but "cotton", "separatist", and "Colorado". When Andrey took a corn stick out of the bag that one of the offenders was holding, he was knocked to the ground and they started beating him. Where the teachers were at this time is not clear for the mother of Andrey - Irina - or those who found out about this story. Here's what Irina said:

My son said that they were given candy, three boys took some and he was not given any. He took their corn sticks from the pile without asking, and they pushed him and started beating him. Where the teachers were at this moment, I don't know.

Irina only learned about the incident the next day. Rather, they tried to cover up the story, and if not for the consequences of beating a child, anything could have happened. Unfortunately, bruises and grazes was not the end. Andrey appeared to be vomiting, a previously not peculiar opening of the mouth, a convulsive disorder since birth. The boy, previously sociable and cheerful, began to be afraid of people. The doctors diagnosed a closed craniocerebral injury and 2nd degree concussion. They refused to hospitalise Andrey, having referred him to surgery in the Department of Neurosurgery. Therefore, after the treatment the child will go home.

The mother decided to not leave the incident without attention, and intends to ensure the punishment of those responsible. The staff of the hospital, where the facts of the beating of the boy were stated, reported it to the police. Irina also wrote a statement to the police. A day later she was informed that the staff of the sanatorium opened a criminal case. As long as everything goes according to the rules, it seems that the perpetrators will be identified and punished. But Irina has doubts. After all, the main "Lustdorf" doctor Anatoly Sadovnik is the Deputy of the Odessa regional Council, and could use his influence to hush up the case.

The boy suffered injuries and most terrible of them are not even physical but psychological. God willing, the consequences of a concussion of the brain in the form of seizures will be under the influence of drugs, and the bruises and abrasions will heal faster. But how to heal the terrible wounds to the heart? How to make a child with a disability once again begin to trust people and to interact with their peers? Will time help and psychologists?

P. S. While in Odessa, on the international day of the protection of children, when a small child from Lugansk was beaten, DPR children marked the holiday on the squares and in concert venues. Children with disabilities did not remain without attention. For example, the guys from the project "Special Child", which brings together families of children with autism and autism-like disorders, philanthropists who wished to remain anonymous, gave a memorable holiday with a cultural program, gifts, and sets of sweets.

Neo-Nazis Seize Odessa Court, Threaten to Repeat 2nd May After the Liberation of the Russian Mefedov

The Odessa regional court of appeal overturned the first instance of the decision of the court regarding the Russian Eugene Mefedov about placing him in custody in connection with the fact that he allegedly threatened to kill the prosecution witness in the case of May 2nd.

We will briefly recall the history of the issue. On May 27th, Malinovsky court decided to release Evgeny Mefedov on house arrest after being in prison for more than two years for the case of May 2nd. However, prosecutors immediately filed a new charge against Mefedov: at 16:00 on 26th May he was accused of sending a message to the chief prosecution's witness, Posmichenko, in which he informed Posmichenko that when he is released from custody he will deal with Posmichenko.

Posmichenko wrote an application to law enforcement bodies, after which criminal proceedings were opened using article 129 of the criminal code of Ukraine (threats to kill) against Mefedov for suspicion of committing this crime, and he was again remanded in custody.

Mefedov's lawyer asked the court of appeals to release his client from behind bars in connection with the groundlessness of these accusations. In particular, he pointed out that the prosecution case is unfounded and contains a lot of contradictions. No one has seen the message but Posmichenko, because he, in his own words, he removed it immediately.

And only on May 27th, when it became known that Mefedov was released from custody, according to the allegation, did Posmichenko supposedly remember about the message, and contact law enforcement. Moreover, the defence confirms that Mefedov could not have physically sent this message, because exactly at this moment he had been sent to the courtroom for hearing the case of May 2nd.

The representative of state prosecution asked to leave Mefedov in custody but was not able to convincingly refute any of the claims of the defence. Mefedov himself claims that the words of Posmichenko are not credible — especially that, according to Mefedov, they are not even his words, but a statement written "at the dictation" of the prosecution.

After deliberation, the judges decided to grant the Mefedov's defense motion and release him from custody. This provoked a negative reaction from those gathered in the hall's audience of extremist from organisations of the "Euromaidan" wing: "Self-Defense of Odessa", "Right Sector", "Svoboda", and others. Neo-Nazis blocked the door to the conference room from the inside in order to prevent the release of Mefedov, who was on the dock. Activists shouting threats at Mefedov, judges, and representatives of the state prosecution and erected barricades of furniture before the door to the hall. They demanded that the judges immediately return to the jury room and rewrite their decision in accordance with the wishes of "euromaidan protesters".

The judges ask law enforcement officers to record violations of the law (the pressure on the court and threats to the judges) by the activists, but they did nothing.

As of 18:15, the court room remains blockaded. One part of the extremists are holding it from the inside out, and others are crowded in the court yard. In addition, radicals put a military truck outside the courthouse. One of the participants of the blockade has already said that if the judges don't comply, the activists can turn the building of the Court of Appeal into another House of Trade Unions, alluding to the events of 2nd May 2014.

Pro-Ukrainian Journalist: Odessans Massively Share Pro-Russian sentiment

The vast majority of Odessa residents share pro-Russian sentiment both in secret and explicitly. This conclusion was stated by Ukrainian journalist Roman Bochkala.

On Friday, the journalist published a post on his Facebook page where he, as a "true patriot", is outraged by the mindset of his fellow citizens. He noted that he has recently met people sympathetic to Russia too often.

"Maybe it's their terrible roads or their misery (quote from Ukrainian propaganda about Russia - O.R),  I don't know exactly what pulls these people to the Russian Federation, but it is a fact: "Kiev is to blame for the war, we just need to pick off this gang (actual power - O.R). Why do they forbid Russian films", wrote Bochkala on his page.

In addition, the journalist posted a photo of a man on a bicycle with the inscription "Russia" on his windbreaker, with two children on the trunk.

"I met this one on the bicycle in Kiliya district. Of course, if two kids were not on his bike, our conversation would have been different," said Bochkala. However, later, under his same post, several people asked, What kind of conversation would it have been? Would you have burnt him like in Odessa tradition?"

Apparently, inhabitants of Odessa began to grow tired of the incessant clowning in government circles. In the end, we can continue to have propaganda, public relations, debates, and political clashes, but sometimes there is need to deal with the case. We can't go very far only with promises and populism.

Recall how the Governor of Odessa region Mikhail Saakashvili almost brought a situation to the city that could have catalysed civil war, at the time when there were mass protests against the mayor Trukhanov. Then at this time he spoke about the future disintegration of the state.

Earlier, Pravda.Ru reported about the unwillingness of Saakashvili to at least identify himself with Odessa people's aspirations and preferences. On the day of the 72nd anniversary of the liberation of Odessa from Nazi invaders, on April 10th, when citizens took to the streets to honor the memory of Soviet soldiers who returned the freedom of the hero-city at the cost of their lives, the Governor was pointedly taking care of "more important" business.

It is important to note that the current Ukrainian authorities certainly are aware of the real mood of the citizens, just like they were aware when they were discussing the situation about Crimea in 2014 at the Council meeting. Here's another question: is the junta aware that their power can't be held on the tip of the bayonets for a very long time?

21st Century Privatized Warfare: Will Russia Pay the Price? Part 2

PMSC’s in the war in Donbass

Since the coup d’etat in Ukraine in 2013, the country has naturally become an arena for the covert conflict between Western states headed by the US, and Russia. During the civil war in Donbass, rumors gradually emerged in the Ukrainian press that Western PMSC’s were participating in the war. Although there is no direct evidence of PMSC employees' involvement in combat operations, there are grounds to suspect their interest in a particular outcome of the conflict. 

Ukraine long ago attracted the interest of such companies due to its particularities, especially its geographical location. For example, Odessa became one of the largest staging points for the deployment of individuals participating in combat operations. In connection with this, foreign PMSC’s were so active in Odessa that they opened their own representative officers there. But with the beginning of the events of 2013-2014 in Ukraine, Odessa ceased to be just a transit point and became a fertile field for orders from Western agencies and local political and economic elites pursuing their own interests.

An interesting rumor emerged in mid April 2014 when militias in the South-East won a series of military successes. Then, according to unconfirmed reports, 20 US citizens were detained in Donbass.

Of course, these were not American volunteers who believed in the lofty ideals of the Maidan, but PMSC professionals. It was unofficially reported that the return of the detained Americans was one of the topics of CIA Chief John Brennan’s visit.

The hiring of PMSC employees is often mentioned together with the name of the odious Ukrainian oligarch, Igor Kolomoysky. Given his personal armies, it is no surprise to hear about his hiring of Western PMSC employees. The hiring of around 300 specialists from Academi and its affiliate, Greystone Limited, was mentioned in open sources. The main source of this information was a contact from the SBU, so the reliability of checking this information is extremely difficult. However, the fact itself is telling that this was exposed soon after by the most honest and impartial media in the world, “Radio Free Europe.” The counter-arguments put forth were accompanied by broken links and mocking of the narrative, but why it was necessary at all to refute already unsubstantiated information is unclear.

Among the PMSC’s to whom operations in Ukraine have been attributed, there have also been references to the PMSC headed by the Pole, Jerzy Dziewulski. According to reports, he led anti-terrorist training in the US and Israel. According to rumors, his employees participated in the operation of surrounding and policing Slavyansk.

At the end of 2014, mass media reported the possible training of Ukrainian soldiers by specialists from a Western PMSC. Even the specific place where training was to be provided was mentioned: the Yavoriv training center of the UAF in the Lvov region.

After some time, this information was confirmed thanks to documents obtained by the CyberBerkut group which recorded contact between Kiev and the American PMSC Green Group. For now, however, these documents have been withdrawn from public access.

It is important to note that in addition to foreign PMSC’s possessing contracts with state or private structures, there also exist officially registered, national PMSC’s in Ukraine. According to international documents, there are four such. Today it is well known that the Omega Consulting company headed by Andrey Kebkalo participated in the armed conflict in Donbass. In spring of 2014, the company opened a vacant place for a “consultant” to be closed by May 1st, 2014. One of the requirements for candidates was being registered in the Donetsk, Kharkov, or Lugansk regions. The company officially acknowledged its involvement in operations in “emergency extracting customer personnel from the Autonomous Republic of Crimea and Donbass.” The department of public relations currently recognizes the existence of contracts linked with operations in the Donetsk and Lugansk regions. However, it was alleged that no government orders were realized - all agreements were concluded with private entities or businesses.

According to available data, it can be stated that Western PMSC’s have been active in Ukraine for the last 3 years. However, presenting any reliably data without the help of a new Snowden is virtually impossible.

This, accordingly, is the main advantage of PMSC’s. They are completely anonymous, secret, and there does not have to be any proof of communication with a customer. One can only begin to imagine just how successful the US has promoted its national interests by means of hired specialists.

Even if someone were to catch such a “privateer,” then proving his affiliation with a PMSC would be virtually impossible. They go “to work”, as a rule, without markings and under the cover of employees of unknown civilian companies registered anywhere in the world. They often pretend to be volunteer enthusiasts.

Officially, foreign PMSC’s have only offered consultation or supervisory services for improving the UAF, the National Guard, and other Ukrainian law enforcement agencies. 

Attempts to use PMSC’s in Russia

The issue of utilizing PMSC’s for the accomplishment of similar tasks has remained undecided for Russia, although it is constantly being debated among specialists. One of the main problems of this question is the absence of relevant legislation, the need for which would have to be declared on the highest level. In April 2012, deputy of the State Duma Aleksey  Mitrofanov requested that President Vladimir Putin address the necessity of developing a new sector for Russia consisting of private military companies. He promised to think it over. Projects for such legislation have already been proposed, but they have been rejected for various reasons. In Russia, after all, there is a criminal article which covers acting as a mercenary or training mercenaries on the territory of the Russian Federation, which thereby bans PMSC’s as part of this. 

The necessity of resolving this legal conflict was declared by another deputy of the State Duma, Franz Klintesevich, in his comment on the project of the federal law “On private military companies” from the LDPR faction from the Pskov regional assembly in 2014:

“I am convinced that we need such a law and that we will adopt it. But serious work is needed here and, above all, work with the Ministry of Defense and the Ministry of Internal Affairs.” 

Nevertheless, PMSC’s in fact exist in Russia but are called under different names such as “security enterprises” or “consulting companies”, and anyone can figure out what exactly their specialists are consulting. The open operating of the “RSB-Group” company is such an example. The press has mentioned other PMSC’s such as “Anti-terror Eagle,” “Tiger Top Rent Security,” “Feraks,” and “Redut-Anti-Terror” which have allegedly “worked” in Iraq, Afghanistan, Kurdistan, Sri Lana, and other hot spots. If something barks like a dog, runs on all fours like a dog, and wags its tail like a dog, then it is most likely a dog. But the lack of suitable laws forbids calling things by their names.

Such a lack of prepared regulatory frameworks and structures gives rise to other problems, such as when Russian military specialists prefer to go to Western companies. Russian “consulting” companies can’t present any formidable competition in terms of material security, salaries, or influence. Thus, almost all contracts on this market come from American agencies, even though relying on orders from them is extremely naive since American officials prefer to launder money between local authorities and private entities in their own organized structures, international organizations, and transnational corporations (for whom the Russian Federation is of no interest). Even Lukoil preferred to pay a foreign company than a Russian one during the Baghdad conference on developing oil fields in Iraq.

Three loopholes remain for Russian PMSC’s. They can work with international organizations, local authorities, or private entities. The main prospect needed by such Russian companies are contracts from at least Russian corporations. 

Nevertheless, attempts to assert themselves on the world stage have already been made. Information, albeit of course unofficial and unreliable, runs through social networks that Russian “consulting” companies are taking part in the military conflicts in Ukraine and Syria. The most frequently mentioned is “Slavic Corps," later rebranded as “PMSC Wagner.” It is noteworthy that employees of “Slavic Corps” who have returned from Syria, as reported by online media, were welcomed by the FSB upon landing at airports. Leaders of the company were subsequently convicted under article 359 of the Criminal Code of the Russian Federation as mercenaries. Those fighters who remained at large reorganized the structure and former employees of the corps formed “PMSC Wagner.” 

A minor investigation by the publication “Fontanka” lifted the veil off of such a mysterious organization, but the question remains as to how much this can be trusted. Working in a secret organization requires military training, no criminal record, and a certain level of physical fitness. Salaries are quite impressive, as a month of warfare can earn one around 240,000 rubles. The structure of this is tightly regimented, so finding any traces of its on the internet is extremely problematic, and photos and posts of an impressive paramilitary group of “privateers” in Syria have been refuted by experts.

Today, Russia has the chance to take a worthy place for itself on the market of private military services in Iraq and Afghanistan which have already felt the epitome of the “American dream”, the result of which has been total poverty and ruin. However, first of all it is necessary to decide how acceptable this is. There is still no consensus on this question. The state quite understandably fears the appearance of personal armies such as those belonging to Ukrainian oligarchs. 

The war on outsourcing 

The outsourcing of the state’s military functions to private companies creates entirely new parameters of civil-military relations and conditions in  conflict regions. A number of questions and unclear nuances arise: how can certain PMSC military units be assessed? As auxiliary units of armed forces or as independent groupings not controlled by anyone? How can they be controlled? Who can hold them accountable for war crimes and lawlessness? Where are the guarantees that they will act in the interests of legitimate authorities and not be intercepted by private individuals or big capital?

The involvement of private companies in the adoption of military-security decisions raises questions not only as to legal issues, but also moral ones. How can such companies be allowed to participate when the fate of citizens of the state is at stake? After all, “privateers” are a kind of neutral figures who are not held responsible to anyone. 

Veronika Krasheninnikova openly names what is at the same time the main danger and the main advantage of using PMSC’s in military conflicts:

“In addition to being economical in costs, the privatization of military functions allows responsibility for errors and political costs to be avoided. In the case of failure, the company will be blamed. A soldier firing indiscriminately at regular forces can provoke an international conflict and bring down a wave of indication on the country. The contractor could simply be dismissed and criticized, and his company could risk losing its contract, but the troubles would stop there. The ‘outsourcing of guilty represented by a military contractor is a resource very useful for the state.”

The war on outsourcing allows for the transfer of blame for war crimes from official armed forces to “privateers”, which is extremely convenient and risky at the same time. Over some time, certain abuses could lead to a situation in which military conflicts will be participated in by a mess of militias truly uncontrollable by states or international structures.


Nevertheless, mercenaries are, as can be seen, inevitable in the 21st century, and Russia will have to learn to use them to protect its national interests while at the same time docking all the risks and abuses.

Information Released on June NATO Exercise in Kherson

During the intelligence activities by the "Odessa" brigade it became known that military exercises under the auspices of NATO will be held on the territory of the Kherson region in the first half of June. Such countries as Ukraine, USA, Turkey, and other contingents of NATO forces will take part.

Military equipment and heavy weapons involved in the above event will arrive and be unloaded at the deep-sea ports of Odessa and Nikolaev. With the above mentioned ports, it will spill over into the territory of Kherson region, namely the venue of military maneuvers.

One of the notable nuances is that the Western-controlled media is silent about these exercises. This occurs despite the fact that previously such plans were preceded any public statements or publication in the news.

In addition, another factor is that the accumulation of troops and military equipment will be in close proximity to the state border with the Russian Federation, namely the Crimean Peninsula.

Also, attention should be paid to the fact that over the past week Israeli vessels, in very small volumes and with an urgent speed, exported concentrated vegetable oil and grain through the Nikolaev seaport. It was very similar to the desire in short notice to remove liquid assets from certain territories. At the same time, given the agility of the Israelis, all this can have an ulterior motive.

The "Odessa" brigade focused on the fact that because of a combination of the information received in light of the aggressive policy of the West, the vassal government in Kiev, and also the created and supported armed groups, it looks quite alarming. Thus, there is a definite probability of a possible aggravation of the military-political situation in the southern regions of Ukraine in the form of armed aggression against the Russian Federation, namely Crimea.
