French MP calls for sanctions against Ukraine for non-fulfillment of Minsk II

Putin, then Prime Minister, with Thierry Mariani, then French Transport Minister, at Le Bourget in 2011
Sputnik France, June 3, 2016

Translated from French by Tom Winter June 9, 2016

The deputy of the National Assembly Thierry Mariani declares that the Supreme Rada (Ukrainian parliament) has not done any of the reforms required by the Minsk agreements towards resolving the crisis in the Donbass.

In an interview with the Russian newspaper Izvestia, Mr. Mariani has called for sanctions against Kiev for not complying, he said, with the commitments in the Minsk agreements.

The deputy recalled that the French Senate will soon vote on a resolution calling on the EU to lift sanctions introduced against Moscow over the crisis in Ukraine. According to the Russian daily's interview, the resolution, which is of a recommendatory nature, is likely to be adopted.

In April, the National Assembly supported Thierry Mariani's draft resolution calling for lifting the sanctions imposed by the European Union against Moscow.

The extension of anti-Russian sanctions will be discussed in the EU summit scheduled for June 28-29. Several EU member states, including Italy, Greece, and Hungary, have already expressed interest in calling for a softening of sanctions. However, the European Council President Donald Tusk speaking on the sidelines of the recent G7 summit in Japan said that the EU's policy towards Russia would remain unchanged.

Pushilin: Elections are our defense against Kiev's new strategy of sabotage

June 6, 2016 -
Sergey Stepanov, PolitNavigator -
Translated by J. Arnoldski

The Ukrainian oligarchs have realized that Donbass cannot be taken by military force, so they’ve changed their strategy to sending in their agents. The Donetsk People’s Republic has decided to hold primaries in order to exclude a victory of Kiev’s henchmen in upcoming elections. This and more was discussed by the speaker of the People’s Council of the DPR, Denis Pushilin in an interview with PolitNavigator.

PolitNavigator: Alexander Zakharchenko has stated that primaries will be held in Donbass. What does this mean for the DPR?

Denis Pushilin: Preliminary voting will offer us the opportunity to identify the best and brightest candidates who will represent the republic in potential elections. They should take place insofar as the Minsk Agreements are fulfilled.

[On the other hand], we perfectly understand that in order to win on the battlefield, soldiers need to train.

PN: And who is going to be defeated?

DP: There are various threats in the political arena. The elections will be held on a majority system and candidates can be self-nominated. It is impossible to foresee everything, but we need to get ourselves in order so that representatives of the oligarchy or veiled represents of the parties on the other side of the contact line do not get in.

We know that, as is happening now, a fifth column has infiltrated us.

PN: Are representatives of the Ukrainian oligarchs trying to infiltrate the DPR?

DP: Insofar as it is becoming clear that Donetsk and Lugansk cannot be taken by force, and that all that is necessary is the fulfillment of the Minsk Agreements, the oligarchs are attempting to penetrate the existing organs of power in the republic.

This has been recorded, detected, and now the Ministry of State Security is at work.

PN: And what happens to such people?

DP: As a minimum, they are dismissed if nothing else is decided. You have to understand that they don’t have to do anything now. Perhaps this is a “long-term” game in which the priorities of the republic will be distorted and the realization of national projects will be sabotaged.

We need to fight corruption now. We have already managed to handle this to a certain extent, but it will return depending on whether the old elite will worm its way into the new government.

PN: Literally just the other day the Verkhovna Rada amended the Constitution and held a “judicial reform.” Why were voices in favor of this able to be found in the Ukrainian parliament while Poroshenko can’t even find the needed number of deputies to support the realization of the Minsk Agreements?

DP: Ukraine has not been a subject of decision-making for a long time already. We perfectly understand that if the West wanted to, then it would find levers of influence in order to make Kiev vote. If it was so demanded, then Kiev would vote for everything needed in the Verkhovna Rada, even in violation of the rules and ignoring the views and interests of the citizens of former Ukraine.

PN: Is there hope that in 2016 Ukraine will take all the necessary decisions in regards to elections in Donbass?

DP: The chances are virtually close to zero. I don’t see any intentions on the part of Kiev to reconcile positions with Donbass. In the framework of the subgroup on political issues, we are largely on the same levels of agreement as we were a year ago.

PN: So the Minsk Agreements could be extended again?

DP: This is quite likely.

PN: Have there been any changes to the positions of the Ukrainian side at the negotiations in Minsk?

DP: There have been no changes either for better or for worse. We are in a period of stagnation. The Ukrainian side has chosen a strategy of delay. And the frequent replacement of Kiev’s representatives at negotiations is connected with this.

PN: Alexander Zakharchenko is currently holding a whole series of conferences with the regions of the South-East. Does this yield positive effects?

DP: There is a huge demand for this. We see that with each new conference the number of questions increases. We are learning to model certain situations. For example, the SBU is raising noise that we are actually unknowingly helping to spread information about the upcoming “hot line.”

Dialogue is important. People are interested in what’s happening in the republics because the picture which is painted by Ukrainian media differs strongly from reality.

PN: It has already been announced that the next conference with Alexander Zakharchenko will be held with Zaporozhye. Why is this city important?

DP: All cities are important, but, in first place of course are those of Greater Novorossiya. But other regions are also important. I think that Alexander Vladimirovich Zakharchenko will hold “hot lines” with all of them.

Lavrov explains why Russia has not recognized DPR/LPR

May 31, 2016 -
Translated by J. Arnoldski

Behind closed doors, the West is now putting pressure on Kiev to fulfill the Minsk Agreements. If Russia “slams the door” and decides to recognize the DPR and LPR as separate states, then the Minsk Agreements could be forgotten. This opinion was expressed by the head of the Ministry of Foreign Affairs of the Russian Federation, Sergey Lavrov, in an interview with Komsomolskaya Pravda.

“The door could be slammed and an example could be taken from those who are behind such an ineptitude [to fulfill the Minsk Agreements] and use diplomatic and political instruments to start to threaten that we will recognize them, and that we will introduce sanctions,” Lavrov remarked.

“I am convinced that this would be counterproductive which, as a minimum, would mean losing the current, albeit “delicate” position of pressuring Kiev,” he continued.

The minister emphasized: “Now no one can oppose this document (Minsk 2) in any way, and it is impossible to doubt.”

“If we were to now say that ‘we have lost patience; we are going the other way,’ then they’ll say: ‘Wonderful,’ now the West does not have to put any pressure on the current Ukrainian government whatsoever.”

DPR lieutenant: Mariupol, Zaporozhye, and Dnepropetrovsk are ready for us

December 1, 2015 -
Yurii Kovalchuk, PolitNavigator -
Translated for Fort Russ by J. Arnoldski

"Militaman: we will hold our own elections in Mariupol"

While Ukrainian nationalists in Kiev are grieving over the results of elections in Mariupol, militiamen in Donetsk are convinced that this is a strategically important city of the DPR which will soon come back under the control of the republic, reports a correspondent of “PolitNavigator.”

"In essence, people were given no alternative, and they were forced either to ignore elections or vote for the lesser of two evils. Although I’m sure that if the residents of Mariupol had an opportunity to vote for the republic, many would speak in support of Novorossiya,” a lieutenant of the first army corps of the DPR with the call-sign “Danila” claims.

“People are tired of war. Here in Donetsk many are already dreaming about reaching peace as soon as possible. But those who live in Mariupol, and we continue to communicate very closely with supporters of Novorossiya in this city, understand that there will be no peace in Ukraine. They understand that the militia will return to this city because it is part of Donbass and is a strategic and industrial point. And they understand that the residents of Novorossiya will already live a peaceful life and restore their land while Ukraine will gradually sink into more chaos and civil war,” the fighter says.

Danila believes that Mariupol can be liberated during the next campaign: “No one can tell you the exact date, but you see how rapidly and dramatically everything happens in this war. Now we are engaged in strengthening the armed forces in anticipation of when will we have an opportunity to kick out the invaders from Donbass. But Kiev is clearly preparing for a another round of war. This is evidenced by the amount of equipment which they are now deploying to the demarcation line. Our intelligence reports that columns of Grad’s, tanks, and other equipment arrive in Mariupol every day. Clearly, this has a purpose.

I dont’ believe that this war, at least in its hottest part, can last a long time. Kiev simply has no resources for this. Last year, before the winter, mass defections began in Ukraine. this year, the situation is even worse. At home they have hungry wives and children and have two lost campaigns with enormous casualties under their belt as well as a long winter ahead of them which they could spend in an open field. That what is possible to loot has already been looted. If Kiev does not throw them into battle, then soldiers will start to flee en masse to Russia or move to our side.

Therefore, there is everything that we need for Kiev to violate the conditions of Minsk. Our army is fully ready, our fights are eagerly waiting to meet the “liberators” so as to firstly keep the pressure on them, and then we’ll drive them all the way to Zaporozhye and Dnepropetrovsk. And then we will hold our elections. People are already not letting gunpoint force them to give up their votes, and they don’t fear that tomorrow they will be accused of separatism,” Danila says.

“How Ukraine violates the Minsk agreements - exclusive footage of night shelling (VIDEO)”

“Russian Spring” is in possession of unique footage captured by a thermal imaging camera and night vision devices which incontrovertibly attest to the fact that the Ukrainian side, in violation of the Minsk agreements, is continuing to shell positions of the militia in the direction of Donetsk with all kinds of weapons.

Knyrik, Bobrov, and "Viking" on the situation in Donbass

October 12, 2015 -
Translated for Fort Russ by J. Arnoldski

“What next? Konstantin Knyrik, Gleb Bobrov, and “Viking” on the ceasefire, Minsk Agreements, and the future of Ukraine and Donbass”

The Minsk Agreements have recently become the main topics in media as well as everyday kitchen conversation in Novorossiya and Russia. Will Ukraine fulfill them or not? Will the ceasefire last? What future awaits Ukraine and will Donbass return to Ukraine?

Konstantin Knyrik, head of the legendary news agency, News Front:

"If we’re speaking about the prospects of the truce, then three days ago there were serious violations, and the long-suffering Kubyshevsky district of Donetsk was hit by mortar fire from the Ukrainian side. Forecasts do not look optimistic as long as Ukraine is not complying with the truce, sure, not to such an extent as before, but, nevertheless, it is violating it.

The matter at hand is that Ukraine is not completely independent in making its own decisions and when it receives an order to resume hostilities. Information and video confirmation of the constant relocation of Ukrainian equipment to the so-called “ATO” zone are being systematically received.

Concerning Minsk in general, not a single point of the Minsk Agreements wasn’t fulfilled by the DPR and LPR in their deeds. This includes moving elections and giving a last chance to Ukraine to listen to the Normandy Format and fulfill them.

But I don’t think that Ukraine will fulfill them, because the government in Ukraine now needs war, and war is the only instrument for maintaining the authorities. The people came [to power] by blood. And only blood can keep them in power.

I would like to be an optimist and believe in peace. Today, the republics are being built amidst the realities of war. They are building their statehood and doing this quite successfully. There are some kinds of welfare payments, the heating season has started, there are new factories, and there are new market outlets in the Russian Federation. Not long ago, the Lugansk meat-packing plant received approval to export meat products to Russia.

Only time will show how events develop further, but it is a fact that Ukraine can resume hostilities again in any moment. They are preparing for this, because they have no other path than war."

Gleb Bobrov, chairman of the LPR Writers’ Union, legendary author of “The Era of the Stillborn”, in which he foretold current events and the war in Ukraine and Donbass 10 years ago:

"Unfortunately, Ukraine is not going to fulfill any agreements. Instead of fulfilling them, they come up with all sorts of interpretations, artificial events, provocations, and so on. What Poroshenko said in Paris in the presence of Putin, Merkel, and Hollande is no more than a bluff. No one is going to fulfill anything.

The problem is that the fulfilling of the Minsk Agreements is impossible for one reason: of Ukraine fulfills them, then it will cease to be Ukraine. The agreement assumes that a single, unitary Ukraine will simply cease to exist and turn in to a confederation.

If Donbass at first wanted to be heard, wanted mild autonomy in regards to our worldview, culture, history, and just basic respect, then now Donbass will not go for anything less than a confederation.

Ukrainie itself cannot change. After three major Ukrainian military defeats, taking into account losses of 15-20,000 dead, 35-50,000 crippled and maimed people with disabilities, the territorial losses of Crimea and Donbass, and a destroyed economy, the questions: for what sake is all of this? The current Ukrainian leadership still hasn’t been asked this question, and not simply asked, but demanded to find those at fault. And then someone will have to be hanged from lampposts.

Now there is a real checkmate. Any further action will lead only to a deterioration of the situation. Therefore, the Ukrainian leadership is simply stalling according to an old Ukrainian tradition: “So be it.”

Today, they are increasingly robbing and ripping the last shreds of wool from a half-dead sheep, stuffing their pockets. Not even us, but the Ukrainian “hundreds” themselves say that they’ve never seen such corruption before. They are selling everything, even fake bulletproof vests. You see, it’s already come to the point of selling “Grad” systems. Just imagine: they wanted to sell a “Grad” from Western Ukraine to Romania. And what is there to say about little things like guns - we have the UAF fighters who went around Bolshaya Vergunka, selling them for 700 hrivnya. And this still isn’t the end. I think the situation will only worsen.

In a year and a half, they’ve brought the country to default, the level of external debt has reached $70 billion, and Yatsenyuk goest up to the podium of the Verkhovna Rada says that they’ve prepared for winter: they intercepted a billion here, three billion there - is this such a normal preparation?

They all have an absolutely childish attitude. Apparently, they believe that after everything they will have time to run to the border.

Not long ago, we completed a sociological survey, in which we managed to talk with 28 people from the Ukrainian side of Lugansk, with those who didn’t recognize the Russian Spring or the LPR, but are still people. Read it, you won’t regret it. So here they are, on the other side, who consider us to be separatists, and they openly say that yes, we have an economic and humanitarian catastrophe,. Yes, we have complete lawlessness and arbitrariness, and as a norm they don’t know what will happen next.

You know, I recently spoke with the famous writer Herman Sadulaev and asked him how the Chechens and Russians were able to overcome the consequences of the war. Three things turned out to be: the will of the people, which didn’t want war, sande leaders in the form of Putin and Akhmat, and later his son Ramzan Kadyrov, and the economic component. And that’s it - the terrible conflict was overcome.

Now show me at least one sane politician from the other side? There is silence on this point. Is there simply at least one sane person with whom we could speak? Here’s the very “fulfillment” of the Minsk Agreements and all."

Active participant of “Russian Spring” in Donetsk, militia commander Aleksandr Matyushin, call-sign “Viking”:

"A more or less silent regime has been established at the front. Again, it is a relative silence, as we see that Ukrainian troops continue to periodically violate the ceasefire.

In particular, the day before yesterday the UAF struck the Kiev district of Donetsk with 120mm mortars. Almost immediately they renounce what they’ve done, and Ukrainian media announces that it was the DPR who attacked, and they say at state assemblies that the “militants” have destroyed their notorious commanders, “Givi” and “Motorola.” I will immediately say that this is a lie.

Ukrainian troops not only didn’t remove their weapons, but they also continue to enlarge troop groupings in main areas. For all those who say “they ditched us”, I will say at once that we also aren’t in too much of a hurry to remove our armor and weapons, despite all the loud statements of Denis Pushilin in Minsk. Already now, judging by the concentration of enemy forces, it is possible to say that peaceful plans envisaged.

Thus you can guess the approximate scenarios of a development of hostilities if the Kiev government decides on a full-scale war. The concentration of forces and political statements say that Kiev is deciding to repeat the scenario of the Croatians against Republika Srpska Krajina and the UAF will act in the same way. They are waiting until all heavy and not-so heavy weapons will be allotted to the rear under the supervision of various peacekeeping missions (like the OSCE). On one fine day (probably in autumn when the mud dries, o r maybe in winter, as who knows what goes on in the minds of the descendants of great Ukros), an offensive will be started on three fronts with artillery support.

Now it’s already possible to discern that a southern offensive will come from the town of Volnovakha, and a strike will come from Kurakhovo via Marinka against Donetsk (western direction), and respectively from the north in the direction of Gorlovka.

Given that Ukrainian pilots are afraid of our defenses, they are now learning to fly at very low altitudes, and I do not exclude the use of aircraft by the UAF. Also not excluded are fights on secondary fronts, such as the Donetsk airport or the recent one repulsed by us at Debaltsevo, in order to divert our attention and additional reserves which could be thrown at preventing a breakthrough by Ukrainian troops.

This scenario isn’t the only likely one - it is one of the possible scenarios which was voiced by some Ukrainian military men and politicians (in particular Mr. Parubiy spoke about the repetition of the Serbian scenario). But knowing our officers, I think that they already long ago reviewed this scenario and I think (and I know many officers personally, and they are far from stupid people) that in case of all sorts of “unexpected surprises,” they have a few surprises which could shock Ukrainian soldiers.

What should the civilians of DPR do? Enjoy the last sunny and peaceful days..."
